Dr. Macmillan's experience in Science and Technology (S&T) management and the management of Research and Development (R&D) programs has been achieved primarily as the result of a thirty-eight year career at the Department of National Defence (DND) as a military Aerospace Engineering Officer and civilian Defence Scientist, culminating in executive level positions with responsibility for strategic planning and management of large multinational and multi-discipline R&D programs.

As Director General R&D Operations in DND's Research and Development Branch (now Defence R&D Canada - DRDC) from 1995 - 1998, Dr. Macmillan's responsibilities included program formulation, priority setting, project selection, resource estimation, and program review for DND's development program and minor research and development activities. Because his management responsibilities involved projects covering the complete range of defence technologies, he has broad high-level technical knowledge and experience, plus an appreciation of program management issues in defence research & development.

As the Counsellor Defence R&D at the Canadian Embassy in Washington DC from 1998 - 2002, Dr. Macmillan provided strategic advice to the executive level of DND and DRDC and developed collaborative programs involving the United States Department of Defense. Additionally, he was responsible for management of Science and Technology programs involving Canada and other allies under The Technology Cooperation Program (TTCP).

Following Dr. Macmillan's retirement in 2003 from DND, he has worked as a consultant, primarily in strategic planning of R&D programs in the fields of aerospace and defence R&D and international joint venture R&D. As a Licensed ProGrid Consultant he provides project selection support to Canadian defence R&D programs. As an independent consultant, his list of clients has included Defence R&D Canada, the Canadian Food Inspection Agency, the Aerospace Industries Association of Canada, and Standard Aero Ltd.
